Who approves it
BMC and MGSDA
Two separate bodies. BMC grants permission to dig within municipal limits and cares about underground utilities and site safety; MGSDA licenses groundwater development under Maharashtra state regulation.
This is a different workflow from a CGWA NOC and should not be confused with one. A site may need both, but the applications, the documents and the offices are not the same.
