A survey produces contours, not opinions. Where they bunch, the gradient is steep; where they sit low, the water is shallow. The bore goes where the evidence puts it.

A survey is not itself a permit. It produces the hydrogeological evidence CGWA requires before it will consider an extraction case - aquifer characteristics, water table, quality, and a defensible yield estimate.
Done first, it also answers the commercial question: whether the site can support the volume you need at all, before money goes into a bore.
