Recharge is rarely optional. Where CGWA grants an extraction NOC it generally expects the draw to be offset, which makes a harvesting and recharge system part of the approval rather than an environmental extra.
Designing it against real roof area and rainfall matters, because a system that cannot deliver the recharge claimed in the application becomes a compliance problem later.
